The negotiations seek solutions to the U.S. blockade, which has impacted essential services like communications, education, and transportation, leading to widespread blackouts. Díaz-Canel stated the talks are focused on finding solutions “through dialogue.” U.S. President Trump previously suggested a deal could be “very easily made,” following threats of intervention. In a gesture of goodwill, Cuba announced the release of 51 prisoners. This move coincides with the discussions and appears to be an effort to appease Washington amid the ongoing oil blockade imposed by the Trump administration. Díaz-Canel indicated international factors facilitated these exchanges. Reports also surfaced regarding a meeting between Secretary of State Marco Rubio and the grandson of Raul Castro in February.
