A Russian missile strike on the port city of Odesa killed three people and left at least three others wounded. According to a local official and the city's military administrator, the attack hit a seven-storey residential building as Moscow increasingly targets shipping infrastructure in the region.

European Commission President Ursula von der Leyen arrived in Kyiv to announce new defense initiatives. As part of these efforts, Ukraine and the EU have agreed to a drone deal designed to combine Kyiv’s technical know-how with Europe's scale-up power.

Meanwhile, Ukraine reported that it carried out strikes on 20 Russian vessels in the Black Sea, including gas tankers.
