A federal judge has blocked several key provisions of President Donald Trump’s executive order regarding changes to the way Americans vote. The ruling comes after a lawsuit brought by Democratic state attorneys general who disputed government claims of widespread voter fraud.

U.S. District Court Judge Denise Casper in Boston issued the decision, which converts a preliminary injunction from a year ago into a permanent ban on many of the efforts to overhaul elections. Among the blocked measures is a proof-of-citizenship requirement.

In the ruling, the judge wrote that the Constitution does not grant the President any specific powers over elections.
