The bill passed with a 226-195 vote, overriding objections from Republican leaders who warned that the legislation would undermine negotiations designed to achieve a comparable but stronger result.
The vote reflects a divide within the Republican party, as eighteen GOP lawmakers broke with their leadership to join Democrats. Several Republicans utilized a Democratic-led discharge petition to circumvent GOP leaders on the issue, delivering another blow to the president's foreign policy agenda.
This action represents the House's second major foreign policy break with President Donald Trump this week and serves as a sign of impatience with his approach to the war. The move follows a war powers resolution passed earlier in the week aimed at halting U.S. military action against Iran.
The legislation must still pass the Senate, after which it may be vetoed by President Trump.
