President Donald Trump has submitted a classified civilian nuclear cooperation agreement with Saudi Arabia to Congress for review. The proposed pact, sent to Capitol Hill on Monday, is aimed at bolstering Riyadh's nuclear program.

The agreement, which was reached in July, would allow United States companies to export civilian nuclear technology to the kingdom.

The administration insists that the deal remains contingent on Saudi Arabia normalizing relations with Israel. The pact will only be approved and go into effect if the kingdom fulfills this requirement.
