Following the discussions with the president, Choe Son Hui and Russian Foreign Minister Sergei Lavrov held their third strategic dialogue in Moscow on Monday.

The visit by the North Korean foreign minister occurred without an obvious occasion, such as a multilateral diplomatic event or state anniversary. This has raised speculation that she may be coordinating a possible visit to Russia by North Korean leader Kim Jong Un.
