The resolution of censure was initiated by the United States, Germany, France, and the United Kingdom. The United States pushed through the resolution, marking a symbolic escalation.
The reporting is the result of Iran's failure to cooperate in a long-running investigation into uranium traces detected by inspectors at various undeclared sites. As a result, the nuclear watchdog has gone more than a year without inspecting key sites.
Iran has defended its position, stating that attacks by the United States have made access to these sites unsafe.
