The International Olympic Committee has provisionally lifted the suspension of the Russian Olympic Committee, removing many restrictions on Russia. This move effectively overturns a decade-long ban imposed due to a state-sponsored doping scandal and the full-scale invasion of Ukraine. The decision is seen as a significant step toward Russia's reintegration into the Olympic fold and clears the way for the country to potentially field a full team at the 2028 Los Angeles Games.
Kremlin spokesman Dmitry Peskov described the decision as an important step toward reinstating the legitimate rights of Russian athletes to participate in international competitions. Peskov stated that sports authorities will continue their consistent work to ensure that athletes have the opportunity to compete in major international events.
Under the new guidance, Olympic sports bodies are advised that they no longer need to vet Russian athletes for permission to compete as neutrals. This change will see Russian athletes returning to various international competitions, including qualifiers for the Los Angeles Olympics.
However, the IOC's guidance is not binding for the governing bodies of individual sports. Track and field has already indicated it will not follow suit, and there are currently no signs of changes that would allow Russia to return to major soccer events such as Euro 2028 or a future World Cup. FIFA announced it will analyze the IOC's decision before deciding on next steps in coordination with relevant stakeholders, although it previously invited Russia to the inaugural boys’ Under-15 Football Festival in Azerbaijan following IOC recommendations regarding youth teams.
