Hong Kong authorities have charged seven people and two companies with offenses including manslaughter and conspiracy to defraud following the city's deadliest fire in decades last November. The 25 charges are the first to emerge from a months-long investigation into the blaze.
The massive fire engulfed seven of the eight high-rise apartment blocks at the Wang Fuk Court estate. The disaster claimed the lives of 168 people.
Public hearings revealed that almost all life-saving fire safety measures had failed on the day of the blaze because of human errors.
