CIA Director John Ratcliffe made a rare and unannounced visit to Moscow on Tuesday to hold talks with Russian intelligence officials. The Kremlin confirmed the meetings on Wednesday, noting that while Ratcliffe spoke with his intelligence counterparts, he did not meet with President Vladimir Putin. However, the Russian president was informed of the contacts, which occurred at the intelligence agency level.

Although the White House and CIA remained tight-lipped about the specific purpose of the trip, reports indicate that Ratcliffe aimed to dissuade Russia from attacking NATO member states. This warning follows U.S. intelligence assessments suggesting that Moscow could seek to test the alliance through a limited assault.

President Donald Trump described the visit as semi-routine and potentially useful, stating that something may come out of it as efforts to end the war in Ukraine continue. The visit is considered highly unusual, marking the first known trip by a U.S. spy chief to Russia since November 2021. While the Kremlin described the talks as positive, spokesman Dmitry Peskov stated it is too early to determine if such contacts will help improve strained U.S.-Russia relations.
