Both leaders are also scheduled to meet with President Donald Trump at the White House.
President Trump is delivering the eulogy for Senator Graham, whom he described as a force in politics. Trump and Graham shared a relationship as one-time opponents for the presidency and later close allies. The senator died unexpectedly a short time after visiting Ukraine earlier this month.
The two days of ceremonies in the nation's capital will conclude with a burial on Wednesday in Graham's home state of South Carolina.
