A 26-year-old man deliberately drove a car into a group of pedestrians standing near a train station and bus shelter in Caen, northern France, on Wednesday evening.
The attack resulted in reports of one to two deaths and 10 injuries, including seven people who are in critical condition.
The driver fled the scene but was later arrested by police in Ouistreham. Prosecutors said the incident is not currently being treated as terrorism, as police sources believe the ramming may have occurred after a fight.
