A recreational boat capsized near Liberty Island in the New York Harbor on Saturday night, resulting in the deaths of a 27-year-old woman and her five-month-old daughter.

The woman and infant were transported to a hospital in critical condition, where they were declared dead on arrival. Twelve other people were rescued from the water before police arrived at the scene.

Manuel Hernandez, the 46-year-old captain of the boat, was arrested in the early hours of Sunday morning. He has been charged with 13 counts of reckless endangerment.
