Turkey's parliament has passed legislation establishing a legal framework for the disbandment of the outlawed Kurdistan Workers Party (PKK). This move is a major step toward ending one of the world's longest insurgencies and a decades-old conflict that has killed tens of thousands.
The adopted law paves the way for some militants to return to civilian life provided they lay down their weapons. This framework may allow for the suspension of sentences, investigations, or trials for thousands of Kurdish militants.
While the limited amnesty is a key step in the peace process, the legislation excludes jailed PKK founder Abdullah Ocalan. His release has been a central demand of the group, and his future remains unresolved.
